Article I. Name and Affiliation
SECTION 1. The name of this organization shall be the Wells College Republicans, hereinafter referred to in this document as the College Republicans, or CRs.
SECTION 2. The Wells College Republicans shall be the recognized campus affiliate of the New York College Republican State Committee, and of the College Republican National Committee, and shall be subject to and abide by the Constitutions, Bylaws, and Resolutions thereof.
Article II. Purpose
SECTION 1. To make known and discuss the ideologies of the Republican Party among members of the Wells campus and community.
SECTION 2. To encourage and assist in the organization and active functioning of the Republican Party at local, state, and national levels.
SECTION 3. To develop political skills and leadership abilities among students for promotion of political ideology in their community, and on the state and national level.
SECTION 4. To foster a safe environment in which to share and debate ideas, positions and beliefs with the community.
Article III. Officers
SECTION 1. The officers who shall comprise the Wells College Republicans will be Co-Chairmen/Chairwomen, Secretary and Treasurer.
SECTION 2. The Co-Chairmen’s/Chairwoen's duties are as follows:
* Facilitate meetings, both executive board and general meetings
* Schedule and hold regular executive board meetings
* To oversee that the duties of the other executive board members are being carried out to the best of their ability
* Shall be the main contact in obtaining pertinent information and distributing it to the appropriate officer
* Maintaining contact and obtaining information from other college republicans regarding off campus events the general membership might have interest in attending
* Shall be responsible for membership recruitment at the beginning of each semester and throughout the course of their term
* Shall be responsible for running meetings in the absence of the Co-Chairman/Chairwoman
SECTION 3. The Secretary’s duties are as follows:
* Responsible for taking the minutes at each general meeting and sending them out in a timely manner to the general membership and the club advisor
* Responsible for taking the minutes at each Executive board meeting and sending them out in a timely manner to the Executive board and the club advisor
* Responsible for maintaining the Republicans List-serve and contact list
* Shall be responsible for any duties delegated to them by the Co-Chairmen/Chairwomen
SECTION 4. The Treasurer’s duties are as follows:
* Responsible for the handling of all funds for the Wells CRs
* Responsible for attending every Treasurer’s Roundtable forums held by the Wells College Collegiate Association.
* Responsible for drafting and signing of all grievances submitted to Collegiate
* Shall be responsible for any duties delegated to them by the Co-Chairmen/Chairwomen
Article IV. Elections
SECTION 1. All officers shall be elected at a regular CR meeting between April 1 and April 30 of each year, to be announced in writing to all members not less than two weeks in advance.
SECTION 2. Nominations of candidates for office in the College Republicans shall be made from the floor by any members in good standing.
SECTION 3. Elections shall only be held when a quorum of 2/3 of the general membership are present. If 2/3 of the membership are not present, election shall be postponed until quorum is reached.
SECTION 4. Officers shall be elected by a majority vote.
SECTION 5. If two or more executive officers leave office before their term is complete, a special election shall be held for the general membership to elect replacements. If one executive officer should leave office before her term is complete, the executive board shall determine if special elections are necessary or if appointment is acceptable by a simple majority vote.
SECTION 6. Appointments made by the Executive board must be approved by a simple majority vote of the board.
SECTION 7. Those members running for a co-chair position must have been a member of the CR club for at least one full semester.
Article V. Executive Board
SECTION 1. There shall be an Executive Board, which shall govern the College Republicans.
SECTION 2. The Executive Board shall consist of the officers of the College Republicans. The Chairman/Chairwomen of each standing committee shall be a voting member of the Executive Board.
SECTION 3. The Executive Board shall introduce, approve and implement all actions and activities necessary and proper for the functioning of the College Republicans and not inconsistent with this Constitution or the Bylaws.
Article VI. Membership
SECTION 1. Any person affiliated or associated with Wells College community may apply for membership.
Article VII. Impeachment
SECTION 1. Any officer who, during their term in office, has demonstrated disloyalty to the Republican Party, negligence or incompetence in the performance of their prescribed Constitutional duties, or willfully impeded the CR program, may be impeached and removed from office.
SECTION 2. Specific charges against the officer in question must be approved by a unanimous vote of the officers of the CR, excluding the officer being impeached, at a meeting of the Executive Board.
SECTION 3. From the approval of the charges until the next meeting of the Executive Board, the impeached officer shall be suspended from their duties while they prepare their defense to charges.
SECTION 4. At the first Executive Board meeting after the meeting in which the charges were approved, an officer or other person selected by the officers shall present the charges and the impeached officer shall present their defense. Following these presentations, the impeached officer may be removed from their office by a unanimous decision of the Executive Board, less the impeached officer.
Article VIII. Mentor
SECTION 1. A member of the Wells College faculty shall serve as Mentor to the CRs.
SECTION 2. The CR Mentor shall have authority to advise, govern, and intervene when he/she deems necessary and appropriate.
SECTION 3. The CR Mentor shall remain on both the executive board and the general membership list-serve.
SECTION 4. Any attempt to intentionally deceive, remove the CR Mentor from the list-serve, or in anyway keep the Mentor uninformed shall be automatic grounds for impeachment proceedings.
Article IX. Constitutional Amendment Process
SECTION 1. Any amendment to the Constitution must be approved by a majority of the executive board and then a 2/3 majority of the general membership.
Article X. Parliamentary Authority
SECTION 1. The parliamentary rules contained in the most recent edition of Robert's Rules of Order, Newly Revised shall govern the College Republicans in all cases to which they are applicable and in which they are not inconsistent with this Constitution nor inconsistent with the Constitution or Bylaws of the New York College Republican State Committee or those of the College Republican National Committee.
