Academic Program and Policy Committee, Meeting Minutes

APPC Minutes
Date:  November 22, 2004

Present:  Professors Sievers, Uddin, Staples, Talbot, Bennett, Penniman; Dean Hall; Registrar Leybold-Taylor; Students Pellegrino, Smith and Jordan.

Meeting was called to order at 12:38

Minutes from 11/15 were approved with minor corrections.

Discussion was opened on the agenda for the remaining meetings this semester.  Chair Staples requested input.  Prof. Bennett expressed concern about the lack of writing addressed in Wells 101 and 102.  Prof. Sievers asked if we should discuss the co-education transition in APPC.  Dean Hall noted that she had been talking to others from schools that have gone through this transition.  Wheaton seems very similar and it’s possible that she could get someone to discuss the transition with APPC.  Dean Hall also noted that there would be a board meeting on Dec. 2.  The Board would be discussing faculty positions, enhancing the classrooms, technology etc.  The committee agreed to continue discussing Wells 101 and 102 on Nov. 29.  The Dec. 6 meeting will be devoted to discussing the upcoming Activism Symposium.  Dean Hall will also provide an update on the Dec. 2 Board meeting.

Dean Hall presented the current faculty requests.  Position requests submitted recently have been placed in a binder and can be viewed at her office.  Some requests, including long-standing ones are not included in the binder.  9-10 tenure track positions have been vacated since 1992.  Six have been restored.  Those filled by visiting professors have been noted.

Reinstated tenure track positions in process of being filled
Art History—search in process (in budget—currently S. French)
FLLC (French)—search in process
Physics—search in process
Religion—search in process (in budget—currently Joe Hoffman)
Notes:  Sara French is currently being evaluated; FLLC position is in need of a French focus—this was actually retired professor Waltraut Deinert’s position—but also looking for someone to direct the Dakar program; Physics position is the result of the retirement of Steve Ray; Religion position (Bellinzoni retirement) was filled by Visiting Prof. David Reis but now it is Joe Hoffman.

Vacated Tenure track positions
Political Science—formerly held by Nan DiBello (in budget—currently S. Marshall)
Chemistry—formerly held by Linda Schwab (in budget—currently Joe Peone)
Religion and Philosophy—formerly held by Jenny Yates (filled on a part-time basis)
Theatre—(in budget—currently Susan Forbes)
Notes:  Siouxie Grady is returning next semester for a visiting position in Theatre.

Visiting positions
Women’s Studies—(in budget—currently Ednie Garrison)
Psychology—(in budget—currently Deborah Gagnon)
Notes:  These are true visiting positions—created to fill a specific need, not filling in.  These visiting positions carry the request that they be converted to the tenure track as soon as is feasible.

New positions requested
Women’s Studies/Philosophy—from WS and Philosophy
Non-western history—from History and Humanities
Education/Spanish—from FLLC and Education
Business and Management—requested fro transition
Notes:  The lack of a non-western history position was noted by the NYS Teacher Education Accreditation Team; the Education/Spanish position would address the need in Spanish while providing a methods course needed in Education; the Business and Management course is important for drawing men.  This is not yet in “the book” but it is being discussed—could take several different forms.

Visiting and part-time positions (there are a number of part-time ones)
FLLC in German and Spanish—held by Delgado (in budget)
Lecturer in Theatre/Technical Director
Part-time Lecturer in Dance
Photography (2 courses)
Art History (2 courses)
Notes:  the FLLC position has not been requested yet as tenure track; planning for Theatre position will take place next semester; Photo course will likely focus on digital photography; Art History courses will add to the current offerings.

Academic support positions
Archivist (full time)—from Library
Library Assistant (full time)—from Library
Computer Technicians—from chairs meetings
Faculty Administrative Assistants—from chairs meetings

Sabbatical requests (do not yet know level of replacement requested)
Spencer Hildahl—Sociology—Spring 2006
C.J. Koepp—History—Spring 2006—possibly whole year
Tom Stiadle—Mathematics—full year 2005-06 or Fall 2005 only
T. Vawter—Biology and Environmental Studies—entire year 2005-06
Notes:  The Wells policy is that faculty may go on a one semester leave with full pay or a one year leave with pay for one semester.

Dean Hall noted that she is proposing to the Board that we reinstate or add three positions a year for three years (this does not count the top group for which searches are already in progress).  She noted that vacated tenure track positions take “a nod” from the President but do not require Board approval. We may need to look at this again if the faculty/student ratio increases substantially over time.

A discussion followed on how to prioritize the requests.  Prof. Penniman noted that one person majors/departments is a concern.  Nicole Pellegrino noted that two year appointments in larger majors are asked to advise students on a program they may know little about.  One person departments may actually have a small group of students.  Emily Rose Smith added that there is a need to establish tenure track positions within the Women Studies major, especially since going co-ed.

Next meeting—come prepared to discuss prioritizing positions.

The meeting was adjourned at 1:35.

Respectfully submitted,
Susan Talbot
Secretary Pro. Temp.
